wlan: Fix for SAP not updating protection bit for legacy OBSS in 2.4 GHz and 5 GHz.
Host was not receiving beacons from firmware, hence not updating
protection bit in beacons.
This was caused because of CL 647559 which was introduced to address
power constraints.
Now with this change, host will receive beacons when phone display is
turned ON and when display is OFF beaons will be received only when
there is some data traffic on the SAP link.
For this, suspend and resume routines need to be registered in host.
Firmware has to push beacons to host if phone display is ON.
