wlan: Do not start TX BA session in SAP, if BTC has disabled BA.

There is no check in WDA_BaCheckActivity to block TX BA session
if BTC has disabled aggregation.
Added check if BTC has disabled aggregation and channel is in
2.4GHz band, do not start the TX BA session.

This gerrit Take cares for SAP/GO case.
