wlan: Fix uninitialized spinlock for DXE Trace Spinlock for synchronization of threads to access the DXE trace records ring buffer is uninitialized. Initialize the spinlock(dtraceLock) to resolve this issue. Change-Id: I0f68ad8bfbc7ec37959ed5e5886ff58d11cb5d69 CRs-Fixed: 951146
