wlan: Inform supplicant about ignored channel list. Currently NV reports available channel list to supplicant and Csr , but in csr there is ignore channel list. As a result there is mismatch between actual available channel between driver and supplicant . As a part of fix, ignored channel lsit is sent to supplicant to make them in sync.
