wlan: Add support to configure QPOWER with vendor command
Add host support to configure QPOWER using vendor command
QCA_NL80211_VENDOR_SUBCMD_SET_WIFI_CONFIGURATION with a new
attribute QCA_WLAN_VENDOR_ATTR_CONFIG_QPOWER.
