wlan: Fix for VOS_ASSERT while starting heartbeat timer in IBSS mode limActivateHearBeatTimer() function does not handle active mode offload grecefully that causes the caller of this function to panic. TX_SUCCESS should be returned if we are not doing anything in this function. Instead it is returning error code, which causes VOS_ASSERT in the caller.
