wlan: Unconditionally return TRUE from csrIsScanAllowed. Allow scans to proceed in csrIsScanAllowed until we learn why we could be stuck in one of the roaming states forever. Change-Id: I64e117c584c1c1098dbbb4b2aa62160c6d680ef6 CR-Fixed: 413411
