wlan: register wiphy after VOSS is initialized When wiphy is registered the regulatory core may send a hint to the driver advertizing the country of operation. pMac and all the driver threads should be initialized to handle this hint, so move the wiphy registration after vos_open() Change-Id: I560164965ef7d4610a768e2dfa8d6654eea73487 CRs-Fixed: 569424
