qcacmn: Fix rx_rate population in upper layers Presently the rx rate is not being populated in the upper layer. Populate the rx rate in the upper layer via the callback function get_station_stats_cb Change-Id: I4729bebd56d550152b0af41017a8c9bd5fb5f187 CRs-Fixed: 2359955
