qcacmn: Enable ENABLE_DP_HIST_STATS macro This macro ENABLE_DP_HIST_STATS is needed for histogram information in DP layer for both TX and RX. Add support for this macro. Change-Id: Iffcb93c5e19d667bae35ce562c7ef12d063fb659 CRs-Fixed: 2492090
