qcacmn: ADD API to sanatize during SSR shutdown During SSR, HDD context prevails, no need to free the contexts. Hence add an API to sanatize runtime pm list during SSR shutdown. CRs-Fixed: 1082449 Change-Id: I189eca6fc31dfa2cdedade3d5308f01311d72c88
