qcacmn: Reject remain on channel if Do_Not_Switch_Channel set Remain on Channel request is rejected: 1) If an AP/GO interface is already active AND 2) Do_Not_Switch_Channel is set for the AP/GO interface AND 3) The requested channel is on the same band but different from the AP/GO channel.
