qcacmn: add radiotap flags for HE_TRIG frames HE format in radiotap header are not being updated for HE_TRIG frames. Add support for it. This is to support MU-OFDMA frames of UL. CRs-Fixed: 2223635 Change-Id: If0a93f6047185bcc51948b613d48d13ecb5e16cd
