qcacmn: Add kernel version check for set_wake_up_idle set_wake_up_idle together with PF_WAKE_UP_IDLE is removed from kernel 5.4 and hence kernel version check to avoid compilation issues with 5.4 kernel. Change-Id: If44e275eed1d639d90fc7fb4c93a5a2386ffba15 CRs-Fixed: 2580955
