qcacld-3.0: Set qos_enabled to true if qos_caps is non-zero In function wma_roam_scan_offload_mode, set qos_enabled to true if qos_caps is a non zero value. Otherwise firmware will not be able to get correct qos_caps value. Change-Id: I3bdf43594f68cb0780f2947fff9db723644b5dac CRs-Fixed: 1092258
