qcacld-3.0: Fix compilation issues with ocb functions OCB header files shouldn't be under FEATURE_WLAN_CH_AVOID. During cld2.0 to cld3.0 propagation ocb header file inclusion mistakenly got inside above featurization. Relocate it outside the FEATURE_WLAN_CH_AVOID conditional.
