qcacld-3.0: Enable oem data processing in SAP mode The OEM data is only processed in STA mode. As part of RTT config LCI/LCR IE element configuration is required in SAP mode. CRs-Fixed: 2179161 Change-Id: I65e0af23aba502031f23754572ca094058c5fe74
