qcacld-3.0: Use request manager for link status We are transitioning to the new request manager framework. Change wlan_hdd_get_link_status() and hdd_get_link_status_cb() to this framework. Change-Id: I15470bbb9738d78a1e201df9cf12fcb054c7da31 CRs-Fixed: 2005307
