qcacld-3.0: Fix SAP beaconing failure after SSR/PDR Remove the check for recovery in progress in wma_fill_hold_req and wma_fill_vdev_req. Currently Re-initialization of the SAP after SSR happens with the recovery_in_progress flag set, so in wma_fill_hold_req and wma_fill_vdev_req APIs we need to remove the check for this flag.
