qcacld-3.0: Remove the PS timer check in suspend req FW can enter into suspend mode even if the BMPS is not enabled. Hence the auto PS timer check is not required in suspend request. Change-Id: Ic2b774cea10516ea0b23141922ba1e16aa33f395 CRs-Fixed: 974918
