qcacld-3.0: Kbuild: Set ccflags directly based on config item

Currently there are many cases where ccflags-y is set by logic:
 ifeq ($(CONFIG_FOO), y)
 ccflags-y += -DENABLE_FOO
 endif

In order to align with Linux style reduce such simple cases to:
 ccflags-$(CONFIG_FOO) += -DENABLE_FOO
