qcacld-3.0: Propagate dynamic channel list When channel list changes dynamically; it needs to be propagated to kernel and firmware. Do the propagation in the callback registered by hdd. Change-Id: I2c9fb92a9abf1c26a8c57ee8be65bd5556bb84a1 CRs-Fixed: 2012415
