qcacld-3.0: Kbuild: Define CONFIG_FEATURE_SKB_PRE_ALLOC Currently the switch -DFEATURE_SKB_PRE_ALLOC is inferred by examining three different configuration options. In order to clearly separate setting the configuration from applying the configuration create a new CONFIG_FEATURE_SKB_PRE_ALLOC configuration parameter.
