qcacld-3.0: Remove wma_send_regdomain_info_to_fw() extern To align with the Linux coding standard as enforced by the checkpatch script, remove the extern from the wma_send_regdomain_info_to_fw() prototype. Furthermore, to align with software engineering best practices, relocate the documentation so that it is the interface that is documented, not the implementation.
