qcacld-3.0: Obsolete setMCBCFilter ioctls, remove clearMCBCFilter The features exposed by the setMCBCFilter ioctl are exposed via newer, standard APIs. Strip out setMCBCFilter, and replace it with instructions for moving to the new APIs. Relatedly, clearMCBCFilter is not needed, so remove it completely.
