qcacld-3.0: Enable gExtScanEnable by default INI support to enable/disable extscan is added recently and by default it is disabled. Make it enable by default. Change-Id: I4cd10915aa0d99db233bf8813e15abfc49539594 CRs-Fixed: 1071385
