Revert "qcacld-3.0: Bind ol_rx_thread to perf CPU" Revert change I4e2a8d7f98907c205cc6988d8af309e7a5515b89 since it introduced a build failure on some platforms along with an inappropriately copyright change. Change-Id: I1450c69211347afaa79642d99dd153f99f349694 CRs-Fixed: 2386432
