qcacld-3.0: Enable arpOffload and NSOffload features by default qcacld-2.0 to qcacld-3.0 propagation. Allow IPv4 and IPV6 offloads to FW by enabling ARP and NSoffload feature by default even if it's not explicitly enabled in the ini file.
