qcacld-3.0: Remove extra ticks-to-msec conversion qdf_wait_single_event expects msecs as the timeout value. However, two references in dp, second of which is this instance, passes the value in ticks. This causes the value to be converted to msecs a second time by the function and hence an incorrect timeout value. The other instance is in the qcacmn project.
