qcacld-3.0: Fix wait timeout in policy mgr timer In policy_mgr_pdev_set_hw_mode_cb, when next_action is PM_OP, it should also call policy_mgr_set_opportunistic_update, otherwise it would lead to wait timeout in policy_mgr_check_and_stop_opportunistic_timer.
