Fix 60 GHz extended scheduling and MCS support configuration
60 GHz extended scheduling support (ExtSchIE argument) was checked with
the 60 GHz condition. If extended scheduling is not enabled, the entire
block of 60 GHz operations was skipped. Check the extended scheduling as
part of other cases inside the 60 GHz block instead of as a condition
for all these items. This fixes fixed MCS configuration without extended
scheduling.
