Add support for 60G AP mode

Add basic support for 60G AP tests, including:
- New AP mode, AP_11ad
- 60G GCMP cipher configuration
- Set interface MTU to 8 kB, needed for 60G traffic tests
- Disable power save in 60G AP tests
