STA: Set phymode using QCA vendor interface

Add support to configure PHY mode via QCA vendor sub command
QCA_NL80211_VENDOR_SUBCMD_SET_WIFI_CONFIGURATION and
QCA_WLAN_VENDOR_ATTR_CONFIG_PHY_MODE attribute. In case of unsuccessful
attempt fall back to using the vendor specific iwpriv command to set
phymode.
