ap_set_rfeature: Add support for downlink GI and LTF setting (mac80211)

Allow changing downlink GI and LTF values using CAPI command.
Example:
sigma_dut -l ap_set_rfeature,NAME,DUT-AP,LTF,6.4,GI,1.6
