sta_get_parameter: Allow the current PMK to be fetched

Use wpa_supplicant external PMKSA cache support
(CONFIG_PMKSA_CACHE_EXTERNAL=y build option) to fetch the current PMK
for the connected AP. This supports the new Parameter,PMK argument for
sta_get_parameter.
