[LLVM-C] Use Length-Providing Value Name Getters and Setters

Summary:
- Provide LLVMGetValueName2 and LLVMSetValueName2 that return and take the length of the provided C string respectively
- Deprecate LLVMGetValueName and LLVMSetValueName
