Mark guards on true as "trivially dead"

This moves some logic added to EarlyCSE in rL268120 into
`llvm::isInstructionTriviallyDead`.  Adds a test case for DCE to
demonstrate that passes other than EarlyCSE can now pick up on the new
information.
