[InstSimplify] improve getTrue/getFalse; NFCI
The ConstantInt version has the same assert, and using null/allOnes is likely less efficient.
The only advantage of these local variants (and there's probably a better way to achieve this?)
is to save typing "ConstantInt::" over and over.
