[OpenMP] Simplify getFloatTypeSemantics

When the float point representations are the same on the host and on the target device,
(`&Target->getLongDoubleFormat() == &AuxTarget->getLongDoubleFormat()`),
we can just use `AuxTarget->getLongDoubleFormat()`.
