[ConstantRange] Rename make{Guaranteed -> Exact}NoWrapRegion() NFC

Following D60632 makeGuaranteedNoWrapRegion() always returns an
exact nowrap region. Rename the function accordingly. This is in
line with the naming of makeExactICmpRegion().
