SelectionDAG: Use specialized metadata nodes in EmitFuncArgumentDbgValue(), NFC
Use `MDLocalVariable` and `MDExpression` directly for the arguments of
`EmitFuncArgumentDbgValue()` to simplify a follow-up patch.
