[NFCI]Create CommonAttributeInfo Type as base type of *Attr and ParsedAttr. In order to enable future improvements to our attribute diagnostics, this moves info from ParsedAttr into CommonAttributeInfo, then makes this type the base of the *Attr and ParsedAttr types.
