Revert "[cmake] Fix a unittest when `LLVM_LINK_LLVM_DYLIB` is requested."
This reverts commit r342150 as it caused test failure
LLVM-Unit :: Passes/./PluginsTests/PluginsTests.LoadPlugin
on multiple bots.
