[arm] Rename Tag_VFP_arch to Tag_FP_arch.

According to "Addenda to ABI for ARM architecture", Tag_FP_arch is the
new name for the equivalent Tag_VFP_arch.  This commit renames
Tag_VFP_arch to Tag_FP_arch.
