MS ABI: Define _HAS_CHAR16_T_LANGUAGE_SUPPORT when appropriate
If we are in MSVC 2015 compatibility mode and C++11 language conformance
is enabled, define _HAS_CHAR16_T_LANGUAGE_SUPPORT to 1.
