Add isRegSequence property.

This patch adds a new property: isRegSequence and the related target hooks: 
TargetIntrInfo::getRegSequenceInputs and 
TargetInstrInfo::getRegSequenceLikeInputs to specify that a target specific
instruction is a (kind of) REG_SEQUENCE.
