[InstCombine] Teach FoldPHIArgZextsIntoPHI about EHPads

FoldPHIArgZextsIntoPHI cannot insert an instruction after the PHI if
there is an EHPad in the BB.  Doing so would result in an instruction
inserted after a terminator.
