Revert "operator-overlay: Drop injecting telephony jar"

This reverts commit e08a52c4f8ede89d7258a9e10926d25bb3e761d5.

Jar injection support re-introduced at framework level in scope of
Qualcomm telephony stack porting onto AOSP Android 13.
