Change TextView break strategy to meet Android Wear configuration.

The default break strategy of TextView should be
BREAK_STRATEGY_HIGH_QUALITY for all devices except for Android Wear.

The default break strategy of TextView on Android Wear should be
BREAK_STRATEGY_BALANCED.
