target: msm8996: Add USB secondary port support for SBC8096

In SBC8096,USB secondary Port will be used for fastboot use cases,
We need to configure the right PHY for
successful USB enumeration.
Add secondary Port interrupt, secondary port support in qusb2 PHY,
in USB LK driver and in the init sequence.
